The Tet Offensive was a great military defeat for the viet cong. Their efforts to attack all major outposts in the South resulted in the decimation of the guerilla forces in the South.
Tet was however a great propaganda victory for the communists a the effect of seeing dead american soldiers inside the United States embassy compound in Saigon was one that can not be measured .

This Photo taken in the embassy coumpound during the TET Offensive in 1968 showed the American people that americans were vulnerable to attack everywhere in Vietnam. This was something the soldiers knew but the American public believed that only the grunts in the Jungle were under attack.
